Summary
In 2011, residents agreed to add a bill of rights to their home rule charter in State College Borough, Pennsylvania in order to guarantee their right to clean water, clean air, and a sustainable way of life. The bill of rights also bans shale gas drilling and fracking. The bill of rights also recognizes rights of natural communities within the borough. State College Borough still has this bill of rights as of July 26, 2021.
