Summary
In 2014, the city of San Francisco, California adopted a resolution supporting the free and safe passage of whales and dolphins in San Francisco’s coastal waters, San Francisco Bay, and its estuaries. The resolution declared “every whale and dolphin has the right to be free from captivity, and to remain unrestricted in their natural environment.” (2). The resolution also notes the intelligence, sentience, and emotionality of whales and dolphins, and that “captive individuals display signs of increased psychological stress and a higher mortality rate” (1).
