Summary
In 2006, members of the NGO CELDF drafted the Montgomery County Anti-Corporate Takings and Securing Local Self-Governance Ordinance for Montgomery County, Virginia. The ordinance states that “Natural communities and ecosystems [including, but not limited to, forests, meadows, caverns, wetlands, streams, rivers, aquifers, and other water systems] possess inalienable and fundamental rights to exist and flourish within the County of Montgomery.” (3).
The ordinance emphasizes local self-governance and cites a need of self-governance to “protect the health, safety, and welfare of the residents of Montgomery County, the soil, groundwater and surface water, cultural heritage, the environment and its flora and fauna, and preserve the rural quality of life within the County.” (2).
