Summary
As a result of a Great National Debate, the French President of the Republic launched a Citizen’s Convention for the climate, randomly selecting 150 citizens to work for nine months to propose concrete measures to reduce greenhouse gas emissions by at least 40% by 2030 in a spirit of social justice. The proposals derived from this Convention, under the leadership of the Minister for Ecological Transition, were incorporated into this Bill submitted in early 2021. The Bill includes a number of ‘ecocide-like’ provisions that criminalize environmental damages. However, the members of the convention believe the government did not translate their advice into law well.
